ATLANTA — Sovos, an AI-ready provider of tax compliance technology, has acquired Blue dot, an AI-powered VAT intelligence and recovery company based in Tel Aviv, Israel. The deal expands Sovos’ capabilities across tax compliance, travel and expense management, VAT recovery, and intelligent transaction processing.

The acquisition brings three major capabilities to Sovos:

  • Expanded VAT recovery solutions across Travel & Expense (T&E) and Accounts Payable (AP), supported by enterprise distribution through SAP Concur.
  • Nearly a decade of production AI experience, including machine learning models and intelligent workflows developed specifically for complex tax and transaction data.
  • An experienced data science and engineering organization that will contribute directly to Sovos’ ongoing AI and automation initiatives.

Turning Complex Expense Data Into Tax Intelligence

Blue dot’s technology is designed to process complex financial and expense information and convert it into structured, tax-ready data. Its AI capabilities can extract, validate, clean, enrich, and interpret information from invoices, receipts, expense reports, and other transaction sources.

For enterprises, this enables automated identification of potentially recoverable VAT while improving the accuracy and consistency of tax reporting.

Blue dot serves enterprise organizations across industries including financial services, consumer products, retail, and manufacturing. The company has also achieved SAP Concur Endorsed App status and has established a recurring enterprise customer base.

Addressing the Shift Toward Real-Time Tax Compliance

Tax authorities around the world are increasingly introducing Continuous Transaction Controls (CTCs) and other real-time reporting frameworks. These developments are changing the way businesses approach tax compliance.

Its platform analyzes data from corporate expenses and accounts payable transactions, helping businesses identify eligible VAT recovery opportunities while supporting compliance requirements.

The technology combines automated data processing with AI-based analysis to create a more complete view of transactions across multiple sources. This can help organizations reduce inconsistencies between expense transactions, invoices, and VAT reporting.

Adding AI Intelligence to the Sovos Platform

Sovos has spent more than two decades developing technology for tax compliance and connecting businesses with government tax systems.

The company recently introduced Sovos Intelligence, an AI-powered intelligence layer designed to provide deeper insights into transactions and compliance activity.

Blue dot adds another layer to this strategy by focusing on the data and processes that occur before transactions reach the compliance stage.

Its technology includes more than 150 specialized AI models, a real-time orchestration engine, a transaction Knowledge Graph, and automated agents designed to support document processing, reconciliation, and compliance workflows.

Sovos plans to incorporate these capabilities into its broader platform, with the goal of moving beyond simply detecting compliance issues toward explaining the reasons behind them and identifying the upstream changes needed to prevent recurring errors.

Supporting Evolving Global Tax Regulations

The acquisition also supports Sovos’ efforts to help businesses prepare for evolving tax regulations, including ViDA (VAT in the Digital Age) and expanding CTC requirements.

As more B2B invoices move through regulated digital channels, companies also need to account for transactions originating from employee expenses, corporate cards, and other spending systems.

By connecting these different sources of transaction data, Sovos aims to provide businesses with a more comprehensive view of their tax position and help reduce duplicate, incomplete, or inconsistent VAT reporting.
